Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.
In a large mixing bowl, combine ground turkey, breadcrumbs, Parmesan cheese, chopped green onions, minced garlic, grated ginger, egg, salt, black pepper, and red pepper flakes (if using). Mix until just combined.
Shape the mixture into small meatballs (about 1 inch in diameter) and place them on the prepared baking sheet, spacing them about 1 inch apart.
Bake in the preheated oven for 18-20 minutes or until the meatballs are cooked through and golden brown.
While the meatballs are baking, prepare the honey garlic sauce. In a saucepan over medium heat, combine honey, soy sauce, rice vinegar, and sesame oil. Bring the mixture to a simmer, stirring occasionally for about 5 minutes, until slightly thickened.
Once the meatballs are done baking, transfer them to the saucepan and gently toss them in the honey garlic sauce until well coated.
Cook for an additional 2-3 minutes in the sauce to allow the flavors to meld.
Remove from heat, and let sit for a minute before serving.

Serve meatballs over a bed of steamed rice or quinoa and garnish with extra chopped green onions and sesame seeds for a visually appealing dish.
